1. 2.7. Operator — a government body, municipal authority, legal or physical person independently or jointly organizing and/or performing personal data processing, determining the purposes of processing, composition of personal data, and actions with personal data.
2.8. Personal data — any information relating directly or indirectly to a specific or identifiable user of the website

2.9. Personal data permitted for distribution — personal data accessible by an unlimited number of persons granted by the subject through consent in accordance with the Personal Data Law.

3. Main Rights and Obligations of the Operator3.1. The Operator has the right to:
- receive truthful information and/or documents containing personal data from the personal data subject;
- continue processing personal data without the subject’s consent in cases provided by the Personal Data Law, including withdrawal of consent or request to stop processing;
- independently determine measures necessary and sufficient to fulfill the obligations under the Personal Data Law and related regulations, unless otherwise provided by law.

- provide the subject with information about their personal data processing upon request;
- organize personal data processing in accordance with applicable Russian Federation legislation;
- respond to requests and inquiries of personal data subjects and their legal representatives as required by law;
- provide requested information to the authorized body for personal data protection within 10 days upon request;

- exercise other rights provided by Russian law.

- provide accurate personal data to the Operator;
- inform the Operator about updates or changes to their personal data.
- 4.3. Persons providing false information about themselves or others without consent bear liability under Russian law.
5. Principles of Personal Data Processing5.1. Processing must be lawful and fair.
5.2. Processing is limited to specific, predetermined, and lawful purposes.
5.3. Databases with incompatible purposes should not be combined.
5.4. Only personal data relevant to the purpose are processed.
5.5. Data volume and content must correspond to processing goals; excessive data is not permitted.
5.6. Personal data accuracy, sufficiency, and relevance must be ensured, with measures for correcting or deleting inaccurate data.
5.7. Personal data is stored only as long as required to fulfill processing purposes unless otherwise stipulated by law or contract.

7. Conditions for Processing Personal Data7.1. Processing is performed with the subject’s consent.
7.2. Processing is necessary for international treaties or legislation functions assigned to the Operator.
7.3. Processing is necessary for justice or enforcement proceedings under Russian law.
7.4. Processing is necessary for contract performance or its initiation involving the subject.
7.5. Processing is necessary to protect rights and legitimate interests of the Operator, third parties, or public interest without violating subject’s rights.
7.6. Processing of publicly available personal data provided by the subject or at their request.
7.7. Processing required by federal law for publication or mandatory disclosure.
8. Procedure for Collecting, Storing, Transferring and Other Types of Processing of Personal DataThe security of personal data processed by the Operator is ensured by legal, organizational, and technical measures necessary to fully comply with current data protection legislation.
8.1. The Operator ensures preservation of personal data and takes all possible measures to prevent unauthorized access.
8.2. Personal data will never be transferred to third parties except as required by law or with the subject’s consent for fulfilling obligations under a civil contract.
8.3. In case of inaccuracies, the User may update their data by notifying the Operator via email at

8.4. Personal data is processed until the achievement of processing goals unless otherwise provided by contract or law. The User can withdraw consent at any time by notifying the Operator at

8.5. Information collected by third-party services (payment systems, communication means, other service providers) is stored and processed according to their privacy policies. The Operator is not responsible for third-party actions.

10. Cross-border Transfer of Personal Data10.1. Before cross-border transfer, the Operator must notify the authorized body for personal data protection separately from other processing notifications.
10.2. The Operator must obtain relevant information from foreign authorities or entities before the transfer.
11. Confidentiality of Personal DataThe Operator and others with access must not disclose or distribute personal data without the subject’s consent unless otherwise provided by federal law.
